KINGSTON,  Jamaica, Jun 3, CMC – A junior police officer has been denied bail on Wednesday when he appeared at the St. James Parish Court, charged with the murder  of 45-year-old Latoya Bulgin, on May 17.

Constable Andrew Wilson made his appearance in court after the Director of Public Prosecutions (DPP) said that charges should be laid following an investigation by the Independent Commission of Investigations (INDECOM).

Wilson has been ordered to surrender his travel documents and not to interfere with any witnesses connected to the case. The matter is scheduled to return to court on June 16.

Last month, INDECOM had urged persons who may have witnessed the shooting to come forward and assist with their investigations.

Bulgin, a businesswoman and mother of two,  was shot and killed in Montego Bay, St. James, a prominent, suburban parish on Jamaica’s northwest coast.

Media reports said that she was among residents protesting the fatal shooting of 17-year-old Tjey Edwards when she was shot while seated behind the steering wheel of a vehicle and died while undergoing treatment at hospital.

INDECOM said that the death of Bulgin, had increased the total fatal shootings for the month of May 2026 to 15 persons who were fatally shot by the Security Forces, including the double fatal police shooting on May 16, in Trelawny.

“Year to date, 130 persons were shot and killed by the Security Forces, while comparatively in 2025 for the same period, 129 persons were shot and killed,” INDECOM said.
