ST JOHN’S, Antigua, Oct 31, CMC – Prime Minister Gaston Browne has welcomed British proposals for improved debt arrangements and practical assistance to vulnerable Commonwealth countries, describing them as particularly relevant to small states facing economic and climate-related challenges.

In a statement ahead of the Commonwealth Heads of Government Meeting (CHOGM), which opens here on Sunday, Browne also welcomed British Prime Minister Andy Burnham’s expression of sorrow and regret over slavery and his openness to considering a formal apology.

Browne described Burnham’s remarks as a “significant and welcome development”, saying an acknowledgement of historical responsibility and a formal apology would be important steps towards healing and stronger relations.

He particularly welcomed proposals for longer debt repayment periods and more favourable interest rates for poor and vulnerable Commonwealth countries.

Browne also welcomed commitments relating to renewable energy, strengthening the international voice of smaller countries, education, poverty and inequality.

“For Antigua and Barbuda and other small and vulnerable states, these commitments are particularly relevant,” he said, pointing to the challenges posed by climate change, natural disasters, high borrowing costs and an international financial system that does not adequately recognise their vulnerabilities.

He said his Government would welcome the opportunity to work with the United Kingdom to translate the proposals into practical arrangements that improve access to affordable financing, strengthen climate resilience and support sustainable development.

On reparatory justice, Browne said the Caribbean’s position remained unchanged, but differences over financial compensation should be addressed through dialogue and should not prevent progress in areas where agreement was possible.

He welcomed the proposed structured engagement with Britain, calling for it to have “a firm timeline” and to be “inclusive, open, respectful, and directed towards meaningful outcomes”.

“Prime Minister Burnham has offered a constructive opening. We will build upon it at CHOGM,” Browne said.

The Commonwealth Heads of Government Meeting takes place from November 1 to 4.
